Jenson Button, Rubens Barrichello, Nico Hulkenberg, Robert Kubica, Vitaly Petrov, Adrian Sutil, Sebastien Buemi, Pedro de la Rosa and Vitantonio Liuzzi were handed penalties for "failing to stay above the minimum time set by the FIA ECU when the Safety Car was deployed."
The change means that Fernando Alonso is now ranked eighth, and Nico Rosberg moves into tenth.
Timo Glock was also given a 20-second penalty as he did not respond to the blue flags.
